Bloated Angelfish, Flicking, Fungus

Ugg I am NOT having much luck with this tank. Its 55 gallons, been running since last summer, was fishless cycled and the fish have been slowly added and (most) were qurantined. I've been doing 30% water changes once a week, all stats are fine. Just rehomed 11 fish, trying to cut down on my stocking. All fish are happy, healthy, and breeding regularly, HOWEVER there are a few problems. I just removed a swordtail who had a spot of what I think was fungus, he is now in the hospital tank. I have also noticed some of my fish flicking quite a bit, but with no other noticable symtoms. My main concern is my angelfish. He is not eating, constanly gasping, and is bloated. I expect him to die any day now, I wish I could treat him but for what?!?!? Also, my large redeye has had wierd white stuff almost appear to "burst" from underneith his scales, for over a month now, it hasn't affected any other fish and he seems fine. The scales around the area also seem messed up (raised a bit) and one gill seems to be swollen/sticking out more. Any ideas as to what might be happening? Is it something internal? External? If I've left anything important out please let me know! BTW stocking is in my profile.
 
It could be a parasite with a bacterial infections on top.
The white spot does it have a circling of red around the edges, or a red spot in the centre of it.
Any fish gone thin or bent spines.

Thanks so much for replying Wilder. No, the white spot doesn't have any circling of red around the edges, or a red spot in the center of it. Its actaully mostly gone now, it goes away for awhile then comes back, the scales around that area are raised though (not dropsey, its caused by whatever was breaking through the scales :sick: ) No bent spines, and no deaths lately. The angelfish is in the same situation, gasping, not eating, bloated stomach, and staying near the top. Its not getting any worse but not any better either :unsure: Is there maybe a broad spectrum parasite/bacterial medication I could treat with for now, that you could reccommend? Thanks again.
 
I would get a magifying glass and try and see if you can see a parasite below the scales.
 
I moved the red eye tetra and the angelfish into a hospital tank, the angelfish is pretty much dead, and I'm going to enuthanise the tetra probably tommorow, as its gills are red and swollen really badly, and it looks like its starting to pinecone :-( I've left it too late, I should of treated them sooner, but I wasn't sure which medication to use. Thanks for being the only one to help me, wilder. Next time I'll know better.

With having red gills look out for flicking and rubbing going off in the tank.
 
Yesturday I had to enuthanise my baby, he was face down in the gravel and would not move, I doubt he would of gotten better, if I had thought he would then I would not have done what I did. I just feel so horrible, I've only had him for a couple months, when I saw him at the fishstore I knew I had to have him (dispite his very high price tag...). He was the star of my fishtank, he just fitted in so perfectly. He was my family's favorite fish. Anyways enough blabbering on. R.I.P
