Black Widow/skirt Tetras Fins Ragged

I just got this 55 gal tank plus the fish the guy had to replace my 29 gal leaking tank. Used the water from my tank to fill the 55 up most the way and moved my filter over to it along with the filter the guy had (which I kept in a bucket of tank water for the trip home).

Stats are :
Amm 0
Nitrite 0
Nitrate 10
PH 7.4
Temp : 74-76F

Tank came with 6 black skirt/widow tetras and the back of the long finned ones seem ragged or torn I'm not sure if this is fin rot or not? Here is a pic of them best I could get anyway

Also if it is fin rot is this contagious? Thanks.

Just for record don't know how guy kept his tank but the way I keep mine they're normally in good condition all the time I'm anal about it hence why I'm flippin now because if it is contagious those tetras are coming out I'm not gonna affect my other healthy fish because this guy didn't take care of his tank when he had it.
 
Fish can catch finrot if there stressed and have a weak immune system.
Can't make much out in the pics.
Seen any fish nipping at the fins.

Signs of finrot are.
Raggy uneven fins.
White or red edging to fins, or even pink.
Red streaking throw fins.
Transparants fins or cloudy looking fish.
Excess mucas on fins.
Fins falling apart.
Holes in fins.
 
Well on the one I do see a white filmy type substance on the end of it but it seems to be getting better today saw this yesterday when I got them. I'm assuming the guy I got the tank and these fish from did not have real good water quality. Will their fins heal at all or the disease go away without having to treat the tank? I keep my water fairly good.
 
Sometimes just good water quality can heal fins. Finrot is mainly caused by bad water quality.
If the fins are improving just hold off the med for now.
