Black Skirt Tetra With Growth

My black skirt tetras all seemed to be doing fine, Ive had them for a couple months and my big tank just seems to be done cycling and I was going to start moving a few fish over, and now... one of my tetras has this big white growth just behind his gills on the left side and what looks like a smaller white growth on his right side further back. Its sort of a fuzzy growth.

Tank size: 10 Gal
pH: 8.8 (I know this is really really high for tetras, I admit I havent been doing a good job of monitoring this tanks Ph, how best to lower this?)
ammonia: 0
nitrite: 0
nitrate: 40
kH: no test kit
gH: no test kit
tank temp: 74

Fish Symptoms (include full description including lesion, color, location, fish behavior): White fuzzy growth, with red underneath, on side of fish, one just behind left gill, one on back right flank. Fish seems to be mostly normally behaved a little sideways swimming. "bitten" tail? The other tetras look like their tails are nibbled on too.

Volume and Frequency of water changes: Just did about a 20% water change a couple days ago, did a 40% about a week before that.

Chemical Additives or Media in your tank: Jungle Fungus Clear about a two(not sure) weeks ago. Because I thought the tail nibbling look might have been a fungus.

Tank inhabitants: FIVE Black Skirt Tetras, TWO Neon Tetras, TWO Green Catfish, ONE High Fin Spotted Pleco (only temporary untill he moves to the big tank, have had him for about 3 weeks)

Yes I know this is overcrowded but it was supposed to be temporary until the big tank was done cycling and the Pleco and the Catfish were going to move. The catfish and pleco seem healthy.

Recent additions to your tank (living or decoration):

Exposure to chemicals: None other than the fungus clear as far as I know.

Tank Age: hmm several months at least, not sure exactly... 5-6 months?

Filtration: One HOB filter and one Hang-In-Tank filter both rated for 10 gal tanks.

Location: Oregon, USA

Oh and I do have an extra 10 gal tank and gear I can use as a hospital tank if needed.
 
*UPDATE*
The tetra with the growths has gotten alot worse, very listless, sitting on the bottom of the tank, I removed it and put it into a small Beta tank full of tank water and an air bubbler. I think its pretty much toast, will update as needed.
 
Does he look like he may have ich? Ich looks like salt sprinkled on the fish.
 
it sounds like a fungus infection. Your lfs should sell anti fungus meds. pimafix is pretty good

I have a couple of treatments one called Fungus Clear by Tank Buddies / Jungle (Contains nitrofurazone, furazolidone, potassium dichromate.) and one called Fungus Cure by Aquarium Pharmaceuticals, Inc. (This one says it contains 1.5 mg Victoria Green B and 15mg Neutroflavine.)
would either of those work? And should I treat him in the little container? It probably only holds like a quarter gallon, or should I put him back in the tank and treat the whole 10 gal? Or should I keep him alone, treat him AND treat the whole 10?

Fortunatly my fish havnt had fungus infections so im not experianced with it.

what I would do:

water change 50% of you 10 gallon tank water, then put the sick fish back in there- the quarter gallon container is too small.
The website recommends using strong malachite green solution (100mg/ litre) to clean the lesion and apply a water-proof cream. If you dont want to do this give your API treatment a try. The mold spores are in all tanks so there shouldn't be more risk to other fish.
