Can this be done? the tank in my room looks too perfect to add a heater, there's no where to hide it, and these fish would look PERFECT in the tank.

My house is kept at a steady 75 however my room gets a little colder due to 2 of my walls (thin walls may I add) facing the outdoors. I would not be surprised if the tank right now was at about 65-68 degrees.

Will these fish be ok in water temperatures like this? Let me know, thanks!

Temperature: 20 – 28 °C

You need a heater without one the tank temp will fluctuate too much. How big is too perfect tank?
Is it cycled?

Can you post a photo of the tank

ahhh true I didn't think about the fluctuations :( darn it. Also my tank is 30 gallon long and yes it is cycled. I have a couple years experience so I know about these things, but thank you for the concern :)
I just knew some tetras were ok with colder water and was really hoping the black neon was one of them. I will post a pic later when i'm home from work!

Are you using an external filter? If so could you not use an inline heater to avoid spoiling the appearance of the tank?

Get a heater like this, they look nice.

Imho temp fluctuation is no problem for the fish. It might even be better. I am sure some other fish would look perfect in your tank too. So why not chose some more suitable? Moreover if there is no place to hide the heater the tank is essentially empty? Not many fish like that.

The tank is not empty, it has large rugged rocks essentially looking mountainous in the back of the tank. The main reason is the position of the tank in the room makes it barely reach the outlet (and this is the only place in my room that works as its the only corner out of direct sunlight). so when I attempted to hide it behind the rocks it would no longer reach the outlet.

And I know there are plenty of fish out there, in fact there is a fish I would actually rather have that does better without a heater but I am having a very hard time finding a source for them. Black neons are my next runner up. And in terms of common cool water fish there are not that many options, and the main ones (white cloud minnows, goldfish, hillstream loach, danios, barbs, etc) I am not interested in at all. I am not dead set on black neons though so if I can't figure out this heater situation I'll start looking for another fish.

I'm confused as to why everyone is acting like I'm stupid? You think I don't know extension cords exist? This is in my bedroom, I don't want a cord trailing across the floor and exposed. I spent a lot of time arranging my room and arranging this tank and trying to make everything in my room look as good as possible.

While I appreciate the suggestions, all I was really asking was if black neon tetras would do ok in an unheated tank. I got my answer already, so this discussion can end. I was answering everyone out of courtesy but really, I didn't ask.

External heaters work very well, I as well as others have used them for years with no ill effects on filtration. They're pricey but well worth it!

Ok thank you! I'll probably get one next paycheck :)

Sorry for the missunderstanding. Just out of curiousity, which would be your favourite fish?

I would still love to see a photo of the tank.

I second the choice of the external heater, whilst its true they tend to be more expensive but the ease of access and hidden from view makes it a nice choice to have.

Thats just one example from Hydor, which is a reasonable brand as far as I know from other members, be sure to get the right sized one for your tank size as well as the correct on for the external hose size as well, a all too common mistake to make, not checking the hose size specs before purchasing.

Not sure if you'd have the same problem re the electric extension cord so you can plug in this heater though if you decide to go for one.
Unless you can hide the cord wire along the edge of the room tucked into carpet edging and behind cupbards and drawers units sort of thing to eliminate seeing the wiring, just depends on your room layout and where the tank is etc etc. Common sense really.
(Thats what I did once before, helps to hide the wire, I am a little OCD when it comes to wiring, I HATE seeing wires going from lamps, tv's etc and of course fish tanks, wiring HAS to be hidden away as best as possible otherwise drives me nuts heh, but thats just me.)
