Black Neon Has Fungus.

It has some fungus on it.. it is not bad enough to the point that it is not wanting to eat but still. I did a water cang. added some pimaflex and melaflex. My question is, is it contagious

I think it is contageous as ive had a similar problem and iin my experience it did spread. But it looks like youve caught it early and it should clear up with the meds your using and they should stop any of your other fish getting affected.

Where is the fungus on the fish, yes columnaris is contagious, a bad strain of it can wipe a tank out in hours.
Need to look at your stats in ammonia,nitrite,nitrate,and ph.
Size of tank in gallons or litres.
How many fish and which type.
