If you let it sit with an open top. Forget the time... of course more surface area speeds it up. Most of us run a power head with a tube in it. The power head adgitates the surface area (besides you should have a heater in there to get the temp the same as your tank). The powerhead will get the temp even.

Chlorine evaporates... or you can pay to add more crap to your water lol.

Regarding the declorinator question, it's still a good idea to use a dechlorinator unless you know for sure Chlormamines are not used in your tap water. I live in San Jose, CA and we just recently had a change to our water and the Chlormanines (different from Chlorine) will not dissappear after a couple of days, in fact from what we've been told it won't even disappear after weeks of heavy aeration! The only way to get rid of it is to use dechlorinators. So be very careful when telling people they can just let their water sit and it will be fine, no chemicals needed, you may be leading the people astray and killing their fish. If anyone in my area just let the water sit then put it in their tanks, their fish would die, no doubt.

As to the question about what RO is, it's reverse osmosis filtered water.
