It just wont go away.

I am topping up my nitrates and keeping my filter and gravel clean....

So am guessing it's Bad water circulation??

Anyone know any good cheap power-heads to improve my flow that don't look unsightly?

koralias are good as they dont blast the water in one direction - the flow is spread over a larger area. If you look on ebay there are loads of cheap powerheads that will do they job.

You get what you pay for so there is no guarantee of the quality or how long they will last etc but they should be fine. Aim for 10x turnover so if it is the 320l tank then have 3200l/ph. Obviously your filter will be adding som to this figure

I like the look of the Koralias but just read they are easily broke?
