Betta Tank Question

My 2 tanks a 5 gallon and 3-4 gallon critter keeper that each house a female betta have a slight slimmy film on top of the water, how do I get rid of it and what causes it? I do a 100% tank cleaning every 3-4 days and I rinse out the tank and gravel at least 5-6 times to get all the crapp out of it before I add new declorinated water and fish, would a small air stone help keep the slimmy covering away??
 
the coating is nothing to worry about causeing constant surface agitation would prevent it though
 
Yea mine gets it too, I thought it was like plant bi-product or something cause I have 2 live plants in there. I clean my tank for my female a lot too and it just keeps coming back, She doesnt seem to mind it because its not blocking her from breathing or anything.
