Betta Tail Clamped With Red Tip

I posted my question in the Betta section and it was recommended that I post here. A couple posts said the tip of the tail looked black, but in person it really looks like a rust-colored red.

Jupiter is a year old. He's never had big beautiful tail, but it seemed to look a lot more weird yesterday. I was worried it might be fin rot, so I got anti-fungal stuff, but it doesn't look ragged, so I don't think that's it.

The bowl is about 1 US gallon. I change the water about every two weeks. It's not filtered. I keep it room temperature. I always let the new tap water sit for a day before changing. He always seems happy enough with that--blowing bubble nests, swimming around, and showing off. Yesterday I changed the water and added API Fungus Cure and aquarium salt (had never heard of that before researching what's wrong). Today he hasn't blown any bubble nests, although he did just blow two bubbles and they popped. So I don't know if he's feeling yucky, or if he just doesn't know how to blow bubbles in this water yet.

The tanks abit small don't believe in keeping betta in 1 gallon tanks.
Plus you should be doing a least two water changes once a week in such a small tank.
What are your water stats in ammonia, nitrite, nitrate, and ph.

Black patches are ammonia burns that are healing.
On the tail is it look like a rusty coloured varnish as that can be velvet.
Any signs of flicking and rubbing or laboured breathing.

No, he seems quite normal. Resting and swimming and begging for food his usual amounts of time. There are bubble nests today.
 
If the fish has velvet he would be flicking and rubbing on things and also he could be laboured breathing.
No the fungus med won't cure velvet, velvet a nasty parasite.
If the fish does have velvet there an interpet med called anti slime and velvet by interpet.
Take a sample of your water to the lfs and tell them to write the readings down for you.
I would strongly suggest you invest in some liquids test kits in ammonia, nitrite, nitrate, and ph,.
