Betta Requirements?

I have never cycled my betta tanks just change the water regular, tbh most of mine don't even have filters

It's a personal choice on whether or not to cycle a betta tank. If the tank is unfiltered then there is no need to cycle it. If it is cycled and there are going to be daily water changes, then it doesn't need cycled. However if the tank is filtered and the water changes are going to be done weekly, then it would be beneficial to have the tank cycled. After doing a fishless cycle you do a big water change and then can add your fish right away.

if im having a filter in it do i need to cycle the tank before adding the betta or would it be ok to add it after a week and do twice weekly water changes??

With bettas you can get the tank, fill it with treated water, put in the filter and add the Betta all in the same hour (as long as its to temp), do the water changes as you say and test for amonia every week. After a while you can cut back on the changes that way the tank will cycle with the betta in there and you get to have your Betta in there right away
