Okay, I have a compatable male and female, sponge filter, live food, proper ph, good temp, but, still my male and female bettas will not breed. She's ready, he won't build a nest. I'm afraid I bought a homosexual male ;)
Sorry, bad joke, but, what more can I do for these two to get them in the mood. Any suggestions would be greatly appreciated

Here are some questions, that will hopefully lead to answers!

Did you condition the pair for two weeks before adding them into the spawning tank?
Is there a current in the tank?
Does he have a good spot to build? ie: cup, floating plant, etc.
Is the female displaying all the signs?

If all your answers are are fitting to typical betta breeding, it is possible that he just plain ol' isn't interested! Not everybody is attracted to the same thing! :p Perhaps you could try him with a different female? Or even get a different male! They may just never match up, wuv has experiences with this frustrating occurance... ask her.
