Betta Has Made A Bubble Nest? Now What

hi i descovered my betta i think is a male has made a bubble nest at the surface in the corner, he sits underneath it and guards it and cases other fish around more then usual.

am i right to think this is a male, as i understand male bettas make nests and partly raise the young.

is this a bad thing? does this mean my conditions are exactly right for him if he is nesting?
 
Yes, but don't take that as a sign he needs to mate. It just means he's happy where he's at.
