yes it is but you need a filter and heater and the filter should,nt create a lot of current....actually a very small current but still it shud circulate water..id say run a heater and for a filter you only need a cheap smallest sponge filter.something like half an inch of sand an anubias nana and some cabomba stems for your betta to feel its best.
otherwise you could just have a tank with an heater the filter and sand.and you shud hide your sponge filter with some cabomba.dont worry about the light needed because for such a small tank the light that comes with the tank will be enough.

P.S:forgot to mention you shud have a minimum of 3 gallon but for more room cuz of the sponge filter you could have a five or six gallon. very cheap all setup will take only 70-80 dollars to make a luxury betta tank...at least in pakistan it will,

Yea set it up the same just make sure there are no sharp edges to rip his fins..

Silk or soft plastic plants look nice..

Aim to have a low current flowing thru the tank

What size tank is it?
