Beta Trouble

My brother got him for christmas 1 year ago he doesn't look after him so now i do.

Tank size: 2.75 u.s gallons
pH:unknown
ammonia:unknown
nitrite:unknown
nitrate:unknown
kH:unknown
gH:unknown
tank temp: 19 C

Fish Symptoms (include full description including lesion, color, location, fish behavior)is: He is white on his bottom front is white (I don't think he was like his before) a little on his gills. he is lazier than ever.

Volume and Frequency of water changes: not as often as needed once every two weeks

Chemical Additives or Media in your tank: aloe water conditioner and fin rot repair

Tank inhabitants: one male beta not fancy

Recent additions to your tank (living or decoration): plastic plants

Exposure to chemicals: fin rot medication 1 month ago

Digital photo (include if possible): i tried it didn't work

He needs a heater, Bettas need temperatures of aroud 25oC.

He certainly needs a heater. Next, any other symptoms? is he bloated or skinny? Is he eating properly or ignoring food? Can he swim normally?
He may be lazy from the cold. Also may be getting pale from the cold (why you are noticing "shite" on his belly/gill plates).
Is it possible to post a pic? Even a poor one is better than none at all. May help determine if it is disease or if it is a simple fix, like getting a small heater.

He certainly needs a heater. Next, any other symptoms? is he bloated or skinny? Is he eating properly or ignoring food? Can he swim normally?
He may be lazy from the cold. Also may be getting pale from the cold (why you are noticing "#105###e" on his belly/gill plates).

thanks I added the heater,he is slightly more active now, (I think i have the laziest beta ever) anyways he eats fine and he is not skinny or bloated normal i guess, and he swims fine. The tempature is holding fine at 26 C,
sorry i've tried many times to upload a picture but the website always says bad gateway (i have no idea what that means) so hopefully the photo works he kind of looks like that but more the white near his mouth is on my beta's stomach. no matter what i do i can't get a picutre up

Try uploading yuor photo to a photo sharing site, photobucket or flickr or facebook if you have one and post the link to it
