I have a 29 gallon that's been cleaned out with vinegar Saturday with the light and hood, the only things needed are a good H.O.B. filter and heater for the tank. I was told that aqua clear or bio-wheel were the 2 better ones, any suggestions.

If you can afford a little more money, go with a canister filter. They are so much nicer and easier to maintain. I have an HOBs (a Whisper 30 that came with the tank and a Whisper 20 that I added later) on my 29 gallon and Fluval cansiters on my 75 gallon. I will never use another HOB. I hope to replace the HOBs on the 29 gallon soon.

If you do go with a HOB, Aqua Clear are good and I haven't had any problems with the Whispers. I just don't like the way they look in the tank.

Go with a Canister Filter, and if you have the money get an Eheim 2213 or 2215. Although if you dont have the extra cash you can still get a fairly cheap canister just in another brand. HOB filters barely have any filter media in them compared to canisters so it means less beneficial bacteria can live in the filter and also they make a splashing sound (espcially if your water evaporates and gets lower).

I have a 29 Gallon with an Aquaclear 200 HOB filter and it works just fine. As long as you fill your tank up close to the top when you do water changes and don't go a month without doing them then "splashing" sound really isn't bad at all.

Our tanks are in our living room and when the wife makes me sleep on the couch I actually find the sound of the filters pretty relaxing. ;)
