Been Given Part Cycled Tank And Snails

Ive been given a small 15litre tank with a dozen ramshorn snails.
 
I was told the tank was cycled but upon using my api test kit it appears the guy was telling porkies.
 
ive got 0 ammonia but high nitrites.
 
i did a part water change50% and got the reading down to about 0.5ppm nitritres
 
the next day same time reading is very high again.
 
nitrates is is about 40ppm
 
will doing part water change daily effect the cycle progress in any way
 
how much water should i change??

just to add i did a 10% water change but hardly noticed a change in colour so i thought poor snails and changed 50%
 
they are all living still

Do more than 50%, or a few 50% water changes in a row to get that down to 0 at once. Snails are hard creatures, although I haven't had ramshorns
