Are ther any type of freshwater puffers that can go in a 30 gallon tank with 3 goldfish?

nope.
they would cause problems to the goldies and the goldies would make a mess of the tank and probably cause water quality issues for the puffers.

ok well i have a different question. What if i put a beta with a african dwarf frog in my 2 gallon hex?

IMO it is too small for a betta but a frog would be fine, one or the other not both!

but if for dwarf frogs you will need to do water changes once or even twice a day, which isnt fun, as you shouldnt run filters with them as they have over developed swim bladders and it will scare them!

i Have a undergravel filter is that ok? I have a friend who has a African Dwarf Frog who aloso has a male betta in a 2 gallon tank with the undergravel filter they seem to be doing fine. So what about that is that just an aception or what would they fight?

Bettas are just like any other fish and require swimming space so a 2G would be far too small in my opinion.
As Truck said, a Frog would be ok but not both.

What if i just have the African dwarf frog and the Dwarf puffer in the 30 gallon will they fish? could i put any thing else in there?
