Ok. I have read through alot of threads on here and most of them talk about co2. I would like to make my 40 gallon tank into a successful planted tank but i really want a basic setup (ie: no co2) could anyone give me advice on good substrates to use and basic fertilizers etc for fast and easy growing plants. I am just trying to achieve a healthy looking planted tank with basic plants and little fuss. Any advice would be appreciated.

Right if you want an easy tank, a decent substrate is important, ones like eco-complete (my personal fav :)) and Ive heard good things about Red Sea Flora Base too. I would steer clear of laterite as if you are wanting an easy tank then you'll need lots of nutrients in the substrate and laterite is basically just iron. Ok for some tanks but probably not yours.

Have a a look here and see what's in your price range then perhaps ask about specific products :) oh and the ADA stuff is the best on the market, if you can afford it.

Just out of interest why are you not wanting to add CO2? It helps most tanks and also can have algae preventing abilities too.
