Temperature is 73
Ammonia level is .15, it comes out of the tap at .25

It's like the fish forgot how to swim. He's just going upside down and turning and turning. I don't understand. He's also very pale is color compared to the others. He also looks like he has like, really dark coloring along his back, alot different than the others. I lost another cory to the same symptom about 3 weeks ago, the same day I got him. What is this?!

I just did a 20% water change yesterday, and no other pandas are exibiting any signs of sickness.

The ammonia is way too high. You need to do a large (70%) water change. If there's ammonia in your tap, you should use Seachem Prime as a conditioner, it removes ammonia.
Is your tank cycled???
 
Yes my tank is cycled. I was under the impression, that .25 is as high as it should be. Mine's at .15, quite under that.

There should be no reason whatsoever that there is ammonia in a cycled tank unless its dirty, dead fish, or decaying plant. Do you have gravel? If you do, use a gravel vac and thouroughly vacuum it, to get out rotting food and fish waste
