would it work, i thought of this after a coupel of mentions on here of leaf litter as a substrate.

You'd need to know what tree the bark came from, how long it been seasoned for and whether if had been treated with chemicals.

Even then, you'll almost certainly find it'll float!

Our local garden aquatic centre sells aquatic compost, specifically designed to sink, non clouding and fish & waterlife safe.
 
I agree with SirMinion too, i expect the bark chippings will also need alot of boiling too. I was wondering myself would plants grow better in wood chipping or leaves than say gravel or sand because of the nutrients?
