Bala Fish Sick!

I have a problem. One of my Bala Shark's has something wrong with him. It started off with his right eye being a little cloudy. Then he started swimming a little differently; he has his nose pointed down towards the bottom of the tank, like he's always watching the bottom. Then one of his side fins looked white and he was using it funny, like it was hurt. I assumed with the cloudy eye and the fin that he had fin rot and treated the tank for bacterial infections. He didn't get better though.

All of a sudden, around his side fins and under his mouth is a slight red color. Nothing visible on the outside...just a slight red color. It almost looks like its from the inside showing through. But you can't tell what it is! No growth, streaks, anything. Just color. Should I treat him for fungus instead of bacteria?

I'm wondering what to do next? We just did a water change a week ago and changed about 40% of the water. HELP! I don't want to lose this fish, and I don't want the others to get what he has!
 
The fish has a bacterial infection with the red mouth and fins.
Red fins can be septicemia hard to cure once it has advanced.
Have you checked your water stats in ammonia,nitrite, nitrate, and ph.

I would issolate the fish you will need a bacterial med.

Cloudy eye is not a desease in it's own right it's a symtom of one from.
Bad water quality.
Stress.
Old age.
Irratation.
Poor diet.
Parasites to bacterial.
