Baking Soda To Raise Kh & Ph

I'm trying to use baking soda to raise the kh and ph in my tank right now and would just like some 2nd opinions on how much I should be using.
The tank is a 28gallon. KH is reading at 2... pH would drop to the lowest reading on the chart if I didn't add anything to it, but right now it's sitting at about 6.2
It was suggested to me that you should use 1/4 of a teaspoon per 10gallons of water.
Is this info about right?
If so, how long before I start getting results when I test the water?

Also should I just add in the baking soda right to the aquarium? Or would it be better to dissolve it in some tank water first and then pour that in.
 
I would try crushed coral. You add it once and you're done other than tweeking the amount needed to get to the level you want. With baking soda, you have to add it at least every time you change water and keep a monitor on the levels. I'm not a proponent of anything that adjusts a level in the tank and has to be added on a regular basis.
