Tank is a Jewel Rekord 70L - 15W bulb with white reflector. Have standard gravel around 5-8cm deep.

Any advice on planting the roots? I'm wrapping them in lead weights, drilling a hole with my finger and planting them, but they are still floating to the top. Pretty basic operation I had thought...
 
I don't like poking holes in the gravel and planting it that way. What I do is use both hands, one hand holding the plant down so that the roots touch the gravel. Then I use my other hand to drop rocks over the roots so that the roots are sideways, not vertical. If that doesn't work, it's either because your fish are digging up the gravel, or the filter is creating too much water movement.
