Best guess - Looks to be a tumble dryer with a bathroom cabinet standing on top...the hose is to stick out of the window to prevent condensation from the tumbler.

I thought you had kids. That window would have to go in this house, I've had to put stoppers on our bathroom window so it can't be opened wide enough to fall out of.

but yes quite right it's a tumble drier, and nope no kids just yet, only got 1 bedroom house which would make having kids here somewhat awkward!!
