whats the white button/dial at the top of the arcadia c2 lighting controller?

and it doesnt have any instructions in the box so i cant look at them

im fairly sure thats the starter for the flourescent light so don't remove it. it just gets the light to turn on.

i thought that when i bought my first add-on. yep it's the starter, leave it be.
