In the tank there are no plants but i do have a bubble maker....thing. should i turn it of at night? should I also turn of the filter?
 
The filter should remain on 24/7, turn the air pump on an off as you wish, as it isn't necessary.
 
No - it pumps air through the water, the bubbles are so large that any air diffusion is minimal, but air diffusion occurs at the water surface anyway, at a larger degree due to the giant surface area of the tank.

An air pump only really serves as decoration and a poor way of improving circulation.

so plants are the best way to give a aquarium oxygen?
 
No, doing nothing is the best way to give an aquarium oxygen, it happens naturally via the laws of diffusion.

You can increase gaseous exchange by positioning your filter outlet so that it creates ripples on the surface, this increases the total surface area of the water allowing for more diffusion.
