Apistogramma Borellii Gasping At Bootom Of Tank

I noticed that one of my Apistogramma borellii (umbrella apisto), was laying sideways and gasping for air at the bottom of my tank, all my other fish seem absolutely fine, its just this one fish. any ideas what could be wrong, should I put him in a breeding net? just dont know what to do at the moment as he is really looking poorly. any ideas

My tank has been cycled for nearly a year, I do weekly water changes of 30%, sometimes twice a week. Its a planted tank and have not lost a fish for over 6 months. so really worried for this little fish.

Do you know your water stats?
Is he eating?
It could be a gill infection not sure how it should be treated but i think anti bacterial meds might help but im not 100%.
