so im thinking i dont want to be using it as i need that ammonia to feed the developing bacteria

is that correct.

can i use API stress coat as a dechlorinator when doign a fish in cycle, will it also neutralise the ammonia from fish waste that i need to develop the colony in media?
 
it's fine to use it actually.

what it's referring to is chloramine. chloramine is a chemical compund of chlorine and ammonia which is used by some water companies instead of chlorine. If you call your local water company they will be able to advise you if they use it or not in your water.

Now to get rid of chloramine the dechlorinator must break down the chemical compound into it's component parts and it then neutralises the chlorine, this means you are left with a small amount of ammonia. It doesn't actually get rid of the ammonia what it does is converts it into ammounium which is less toxic to fish and can still be used up by the filter bacteria.

It's not deisgned to deal with large quantities so it's not gonna get rid of all the ammonia that you're adding, just deal with the small amount created by breaking the chloramine bond, if you have chloramine in the water.
