hit the wrong button first was just checking the pictures worked post updated

OOOPS!!! I didn't know that sorry.

Have to slap the bloke at my LFS who told me they are the same thing!!

Yeah you have to be extra careful especially with catfish when ID'ing them as there are many that look very similar particually when they are small/juevinile  .
Only the other day i went to my lfs and they had some tiny pleco's that looked almost exactly like clown plec's- i was certain at first they had mislabelled them wrong with a whopping price tag (£23.00), but they turned out to be another rarer species of pleco, the only noticeable difference being their stripes were ever so slightly more orange than normal clown plecs.

well then.... convicing....hahahaha

just for comparison

although now i see your point in looking at the textures of the body and comparing the lateral lines and such,

are these fish closley related...?
VERY similar.....

The ventrical stripe DOES pass right through the tail so you win this one, in a CAE it does not, something overlooked ! hahaha!

I'm not sure how closely related they are, but they can look very similar particually when young- i would say the main differences are apart from size, the white and black stripes in oto's is much more clear/defined than on CAE's, where the CAE's it can vary in shades (from black, grey to brown or even silver or beige) and is often patterned.

CAE is a Cyprinind
Otocinclus is a a Loricariidae (there are 20+ dif species of oto identified and scientifically described)

They are not related.
