Anybody Ever Try "Neutral Regulator"?

I'm not quite sure why but the pH in my tank is fluctuating. I change the water about 1 per week and tank water will be around 6.8 after a change, but go up to 7.2, and even as high as 7.6 by the time I do the next water change. I suppose I could change water more often but wanted to try something called "neutral regulator". It seems easy enough to use. Just add it to your tank once per month and your pH remains at 7.0. I'm sure there is a bit of testing that needs to be done to get the exact amount and timing down, but I've been having trouble keeping some fish lately and the only thing that seems to be a problem in the tank is pH. I thought this might be a good solution.
