Is it possible to grow anubias faster outside the aquarium in bright light to help it grow faster without having to rub the algae off all the time? i want to help it along so that it can get bigger and more competitive with algae in the tank.

It's certainly possible. Aeroponics or hydroponics is best IMO.
You're reasoning is flawed tho, the algae you have doesn't have much if anything to do with the size of your plant. It will be ammonia, CO2, lack of nutrients, lack of flow or a combination.

IMO

Won't the algae block light reaching the plant?
