how long does it take for a water change to affect test results?
i.e if you do a water change and test water after will the levels of nittrate,nitrite etc go down straight way???

The soonest to test would be about 15 minutes after the water change. By this time all the water in your tank should of at least went through your filter once, and all be mixed.
