If the checker is green and no fish appear to be stressed then I wouldn't increase the CO2.
What are the other stats of the tank? What fertiliser do you use and how often?

my substrate is eco complete,i dose with tropiflora as directed on the bottle, its a 36 gall tank with 2 30w lights,

Everything seems ok apart from the tropiflora. I really would advise you to invest in a all round good fertiliser. This one is probably the best one out there and I'm sure after a few days you will see pearling in your tank. Basically to achieve pearling, you want to give your plants everything they need. You have a good substrate, CO2 and sufficient lighting, it's just the good fertiliser that you are lacking.
