Angelfish Not Swimming Right

0 ammonia, 0 nitrite, 10 nitrate, 7 ph, 78 degrees
2. A full description of the fishes symptoms.
He can't swim straight, he eats fine but he has trouble aiming and reaching the food.

I've been told its constipation and to feed it peas but that doesn't work. I've also been told its some kind of infection to the swim bladder and its there for life.

It happens, plenty of frozen foods and veg, and good water quality and you should keep fish a long time.
