Angelfish, Finrot?

I got my two angels on friday and now they seem to have finrot. One of them is missing a few bits of her tail and the other has some cotton looking growth on the edge of his. They've been in the tank for about 48 hours now and seem happy and health otherwise. They don't fight or nip at each other so I know thats not the problem. What should I do to treat this? They are in a 28 gallon tank, and are the only fish in it currently. I do have a spare 10 gallon if that would be better to treat them in, but since they are the only fish maybe I should just leave them in the 28. I'm afraid of stressing them out too much, I know they are fragile fish. What should I do?
 
What are your present water stats in ammonia,nitrite,nitrate, and ph.
Seen any fin nipping.
