well, a 102L tank is about 27gallons, and I believe the absolute minimum should be a 30gallon, it may be alright, but if possible get a larger tank, the bigger the better after all, that way you don't need to remove the babies to a new tank (espcially if you're using a 55 or 75gallon breeding tank ^_^)
 
Gallon wise you need 20 gallons minimum for a pair, of equal importance is the water depth. Angels, being tall fish, need at least 16" of water depth, and more is always better. A0 high is the smallest tank most breeders will keep a pair in, this is a bare tank, with nothing but the pair, and any heaters or filters.

You don't have to spend big money on a tank. If it holds water and is fish safe it is good for growing out fish in.

Some off the stranger non-tank growout equipment I've heard of is army surplus folding field bathtubs, and refrigerator liners with the few openings they have sealed up. I've been using 150 gallon Rubbermaid commercial tubs, they are less than $1 per gallon, even cheaper if you can find them used.
