Ammonia Shock

all of my neon tetras have died, 1 died of the filter(sucked in) the other went into ammonia shock and got on the side of the filter unable to move and died when i helped it, i got a water test and the ammonia is Very high, my red platy is hiding and playing dead, will he survive the new tank syndrome? i think the tank is cycling, and there was ICK before but it has been treated and re-trated to make sure, i put a mesh cover to stop the filter from claiming another life so brutally. my platy looks very stressed and agitated(spelling sorry) hiding away unless i use a net and touch him gently he moves away
 
do daily 15-20% water changes. or rehome the platy to a cycled tank and let your tank cycle without anymore fishy deaths. :)
