Ammonia levels

This is a side by side comparison of ammonia test samples of my tank water (left) and my tapwater (right). To me they look identical, and they both have a distinctly green tinge. What does this mean? Am I not reading the chart right? Is this a base level of ammonia in my tapwater that I can disregard when determining where my tank is with its nitrogen cycle? Is this harmful to my fish? I've performed this test twice, yesterday and today, and the results are exactly the same. Any input and/or advice appreciated.
 
Presumably you are using the API MAster Test Kit in which case you may consider these tests normal and zero. I have been using the test kit for many years and have never, ever, got the solution to appear the yellow that indicates zero ppm; always there has a been a green tinge. Wouldn't worry about it.
 
Thank you, ShinySideUp! I've doing some reading and apparently I'm not the only one with this API ammonia test result issue. Thanks for putting my mind at ease.
