I'm cycling a 21gal tank at the moment (fishless) and am hoping to put 4 female Betta, 6 glass catfish, 6 various Mollys, Neon Tetras and 2 Glass/Yamoto shrimp. Does that sound a fair load? (once fully cycled)
I don't think it'd work but the LFS said that so long as it's well planted I could have some Guppys too, the Betta females would be harrased by them surely? :(

Ammonia should be at "~5" when cycling however I'm totally lost! Does this mean 5.0, 0.5 or .005?
My test kit seems to suggest 0.5 but this is what my water was after I had filtered it all through a britta water filter so that can't be right! I'm using 90% britta filtered and 10% bright green week old rain water at the moment (for the bacteria and PH value).

The glass catfish get fairly large up to 5-6 inches or so when fully grown. They are also very calm fish and I don't think they would feel comfortable with a bunch of active mollies swimming all over the place. IMO I would forget the glass cats. Also, if you get that many mollies you WILL have fry so do you have and extra tank to put them in, a breeding net, or any plans on what you will do once they are born?
Neons can also be fin-nippers so they might go after the mollies or female betta's tails. Mine never did...but they are known to nip fins.

IMO I would go with the female bettas, some rasboras and maybe some cories.

Or if you want to try livebearers I would get a few mollies and a few guppies.

My main aim is to breed some fish, if I can get a second tank matured in time for a male Betta I'll be using one of the females as a lovely bride although if not I was hoping for the Mollys/Guppys to make some cute lil fry. :D
The other fish should keep the population down when not in a breeding partition too I intended, does that sound about right?
