unfortunately there's not a lot else you can do, print it off, try your best to get them to read it and stop coming up with crazy plans.
your quite right there could be all sorts in the rain water.
also the bacteria that you need is sessile, meaning it does not live free swimming in the water, it clings to surfaces, primarily your filter media but also to gravel etc in the tank. transferring the water will do nothing except risk cross contamination.
tell them to do this properly if they don't want to buy a test kit then every day for the next 2/3 weeks at least then weekly for the next 6 months they will have to drive to the lfs, get charged a couple of quid to get them to test the water. buying a test kit of they're own will be much easier and cheaper in the long run.
