Algae/ Fungus Id Needed!

I will post the pictures below. The tank is a 20g/75l tank that is dirted with miracle grow organic soil and topped with black sand. Everything was pre-soaked for weeks before adding to the tank. I have plants in the tank with about 48watts of t5ho lighting. I have been using liquid Co2 until Christmas when I will get my pressurized system. The tank has now been set up for about 2 weeks. About a week ago I started noticing a small area where this white cloudy stuff started growing on the substrate. I removed it right away with a siphon and it keeps coming back and seems to be spreading now to other parts of the tank! I don't want to have an infestation with this stuff so any help is greatly appreciated!

EDIT: You can also see in the second picture I had put a few neon tetras in to help the cycling, and they all died the next day..is this stuff poisonous or was it something else?

Substrate vac. Increase aeration.

Neon tetra are very sensitive fish and need to be in mature tanks of at least six months.
This is probably why the died.

Thanks I will read that! The tank has no cover on it though so the aeration should be good. Never had this happen in my other tanks :(
 
I had white cloudy stuff on my gravel when I first set up a new tank.
I just preformed a gravel vac. Also removed the cloudy white stuff on my plants with a toothbrush,.
