its got live plants and is steadily growing a brown algae carpet,any ideas?

Amano shrimp. You don't have space for another fish, not even oto's. But Amano shrimp love algae.

Also, how much light is the tank getting? Because too much light combined with nutrients from fish waste will feed the algae. How regular are your water changes? The more waste you remove the less the algae has to feed on. Basically it's out-competeing your plants.
 
get a few otocinclus. they do a good job. i don't like the use of chemicals that aren't needed.
 
28 liter is just over 6 gallons (uk)

sorry,i should have gave more details
the tank has an 11 watt bulb and its out of direct sunlight
it has an undergravel filter soi cant really take out the gravel and scrub it
and i do 2 40% water changes a week

if i stop whats causing it will it go by itself?
