ive herd on smaller tanks u dont need an air pump how big of a tank do u have to have before u should get an air pump?
 
It really depends on your overall situation. What types of fish are you keeping? How big is your tank? What kind of filter do you have?
 
well i would be running a emperor 400 in a 29 gallon. but what is a general size so i know what i need if i get a bigger tank.

I'm assuming the Emperor 400 processes 400 gallons per hour. That is more than enough for a 29 gallon tank. You really don't need a air pump unless you are trying to keep fish that need extra oxygen (goldfish for example) or just like the aesthetics of air bubbles.
