So my oscars 2 of them always kind of stick close to eachother and one of them realy dosen't like to eat whilst the other is around is the other one doing this out of meanness or friendliness?

When Oscars are young they will generally follow each other around, I'd assume it is instinct and that they feel that there is safety in numbers,
Try adding a small amount of food to each end of the tank at feeding time, that way the one Oscar has the option of going to the opposite of the tank to feed.

could also be a dominace issue the one that isn't eating is obviously one of those fish that are always going to come in second place. but Davos suggestion is a good one.

Make that 3, got another a few days ago, in a 55g, althought apparently has a 90g as well.
