Advice Needed On Velvet/Ich Meds

On saturday noticed the fins on my betta were all stuck together, not clamped but look like they are like gummed up. Then sunday noticed a few white spots on a couple of neon tetras (I only have the one betta and 5 neon tetras). After researching and asking on the forum yesterday I have bought some Interpet Anti slime and velvet. Not sure if it is velvet or ich but the stuff I have bought covers Ichthyobodo as well, so thought it would ok for either (?). I have removed the carbon out of the filter, turned up the heater and upped the filter current.

I think I read somewhere that the instructions that came with the medication should be disregarded and instead dose every 4 days for 4 doses with a 50% water change before each dose. Is this true? Also have read conflicting advice about whether light is important or not, what do other people think? Is there anything I can do to improve their chances? Any help would be greatly appreciated. I've only had them a week.
 
I would post this in the tropical emergencies forum as that is where it really belonds.

Afaik when i treated ich/velvet i did what the box said, and it cleared the ich in no time, velvet seemed to resist and unfortunately my fish died but thats nature unfortunately.

Try posting in Tropical Emergencies, wilder will no doubt offer sound advice.
