do you have to cycle a tank in order to put in ADF's? can they handle being in a tank that is currently being cycled (with fish)?

They can survive cycling though you will want to keep an eye on them anyways in case they do start to suffer from it.

does a tank cycle with just them in it? i'm thinking of starting up a tank with adf's and a betta

Probably it could cycle with them, they do release ammonia but I don't know if there would be enough to get a good cycle going that would complete like normal.

I wouln't think their tank would need to be cycled, just add in some de-chlorinator to the water and you're all set. And do something like 50% weekly changes. I could be mistaken so don't take my word for it. Or what you could do is PM Inchworm, I'm sure she will have the answers to all your questions.
