Adding New Plants.. No Experience

Hi Guys

After having my tank for about a year i've decided to try my luck at some live plants
My tank 96litres has only 1x18watt light tube, water depth is about 13inches from substrate which is jus plain sand.
I currently have a wall of straight vallis running along the back of my tank and a 6inch java fern, both recently added so too early to tell wether they will survive.

I have ordered some crypt wendti (green) and some Eleocharis Parvulus (which i understand to be AKA dwarf hairgras
The idea is to use the crypts as a background plant just infront of the vallis then use the hairgrass as a carpet for the the foreground.
Would you say these plants will thrive/survive given my current tank lighting?

I have also ordered some plant tabs to put under the crypts as i understand sand does carry too much nutrients, i will also dose some interpret flora boost once a week.

Any tips on the hairgrass will my carpet be achievable on sand?

I am considering adding another 18watt ballast to the hood of my tank but this will be max i can fit i have also looked into the diy co2 setups.. in your more experianced opinions would the extra light and co2 be worth adding??

Below is also a first time attempt at growing some java moss currently in my tank.. is this the correct way i eventually want it to cover the rock

As you may notice there are also some unknown stem plants in the background which i may or may not keep although they are rooting very quickly.

Any opinions and advice are much appreciated :)
