If the male is just eating a few I wouldn't worry too much. He is probably culling the weak. It's always kind of hard to tell exactly when they can be moved but as a general rule when they look like fish and seem to be taking care of themselves (ie. finding food, not swimming into the uptake tube). If mom looks stressed out because she just can't keep them wrangled chances are they are about ready.
