a tank plan

i have a 33 gallon i was planning to make planted.
i have a 2700K 20 watt light bulb for the plants, it says it has the right spectrum for plant growing (hopefully). firtilizer would be Onyx sand(sand), florish excel(liquid), and florish(liquid). the plants im gettin dont require much light.
for the fish i wanted to get 6 neon tetra, 3 neon rainbowfish, 6 glowlight tetra, 2 green cories, 2 amano shrimp, 2 otos, and 2 honey goruamis. im not sure if this tank would be too over crowded. i also wanted to know if bamboo shrimp were the same shrimp as amano shrimp. my petstore gets shrimp that they label bamboo shrimp, so im not sure if thats just my LFS name for them. im wasnt sure if this post belonged in the planted tank section... im going to do fishless cycling.

I don't feel that stocking plan is overstocked. You chose mostly low bioload species so I doubt you will have problem there, especially given that you are going with a planted setup.

What kind of filtration are you going with?
 
filtration is a 300 aquaclear, well its new so its the aquaclear 70. it says its for 40-50 or 70 gallons. i wasnt sure about when cycling, if to put all 3 layers in at once,( sponge,carbon,bio stuff,). I would like to know what layers i should use when ammonia, nitrite, nitrate spikes.

That filter is decent. You should put 2 sponge media - others are not needed. You can save them for later use if such situation arises.

If/when ammoni/nitrite spikes, you should keep the sponges in the filter - the idea is to let more bacteria grow in these sponge media rather than use other media to get rid of them! ;)
