You must move it empty if you have to take if off the stand, or you will crack the bace pain and have to replace either the bace pain or the tank at short notice. Neither is ideal.
With a smaller tank like that, you could get away with sliding the tank about 1/4 full across the floor to the center of the room so you can work arround it, but this isn't ideal if you are going to be painting. Many paint fumes are toxic to fish, so there is a potential for a tank crash if it is in the same room as any painting...
Idealy, you will want to drain down the tank to about 1/3 full, catch all the fish (it's easier to catch all the fish if the tank is emptier) and re-locate them into a bucket. Next, drain out all the water, remove the plants, filter and heater into the bucket with the fish in, and then remove the substrate to a seporate bucket. Now move the tank and stand to it's new location. Rince the gravel or sand as well as possible while you have the opertunity, and wipe down the tank and put the substrate into the tank again

Next re-decorate as you desire, and 3/4 fill the tank with water, heated to temperature and de-chlorinated, and transfer the fish, filter and heater back. Finaly top-up the tank
It is important to keep the filter wet at all times, and to ensure it does not come into contact with any tap water. Also, make sure the new water used is heated to temperature and dechlorinated, before any fish or the filter get anywhere near it
